At the moment all refugee shelters in the Netherlands and the asylum application center in Ter Apel are overcrowded. Because of this the Dutch government has asked all municipalities to provide extra shelter for refugees. One of the municipalities that complied with this request is Overbetuwe. The challenge: at times the groundwater level is higher than the lowest point of the planned excavations. Also, the section under construction is approximately 140 kilometres long and is highly vulnerable to flooding, owing to its proximity to the sea. To keep the pipe trench dry, Hölscher is relying on the continuous operation of its water pumps. Bredenoord has undertaken the task of providing an uninterruptible power supply to the pumps. This tram, which runs on electricity supplied by high-voltage cables, transports thousands of passengers every day between Utrecht Centraal and Nieuwegein. Last summer, however, problems arose here, when a number of high-voltage cables were damaged during excavation work. The recovery was expected to take several weeks, with the tram unable to be powered.
